You can quickswitch extremely fast once you master it like samo has.

I didnt RQ like you probably would have done but, beside the point, I was referring to his ability to his ability to scope in twice, shoot and scope out twice in that period of time. Its not an isolated incident.

There are macros for that which you can enter into the console. Alternatively, one could hack the game in unrealED, but that's a bit more work.
Or he just has zoom on right click. It's possible to right-click, left-click, right click very quickly.
