This might be stating the same, but I'll say it anyway. If everyone gets to nominate then there might very well be too many people to choose from. The range of nominees should be limited. It's not like the older members are going to choose someone that wasn't going to be nominated.They know what works and what doesn't work for this clan, therefore they are able to choose who deserves these prestigious awards.
That being said, it is possible to have a newcomer deserve an award(Say what Graphit suggested, in a span of 6 months). However, having a one year anniversary as the time restriction does seem pretty fair. Then again, if the older members are going to choose the nominees then the year requirement wouldn't really be necessary,
The time restriction would be up to them.
